Between deciding and doing sits actuation: intent turned into torque, at a joint, in the physical world. This is the layer where a mistake stops being a bad answer and starts being a broken object or an injured person.
Actuation is the least glamorous subsystem and the one with the least tolerance for error. A policy that is right 99% of the time is a research result; an actuator that is right 99% of the time is a hazard. Most of the work here is not teaching new behaviour but verifying existing behaviour at volume — watching runs, flagging the motion that looks wrong before it becomes the incident that proves it was.

Where HSV fits
Actuation review is judgement work under a written standard, at volume — which is precisely how our delivery lines are built. Named, trained and fairly paid reviewers, a QA handbook per project, and a second pass before anything ships. We would scope this with you rather than claim a product for it.
